just a note to clarify .... there are two sets of principles referred to in this article:
1)The devolution principles. These were the ones introduced by Vernon, referred to, at the Tuesday Nov. 14th, 2006, under the title “Distribution Principles”, these are the ones that are being revoked by Coldstream Council. ( incidentally only Vernon and Coldstream signed to accept those principles, Electoral areas B&C did not.)
2)The original principles reflected in the formation of the water utility in 2003, are the principles of a single water utility, with the same water quality and the same water pricing for all. Residential and agricultural rates were set so that agricultural rates would be competitive with other Okanagan Valley areas. These are the principles that Coldstream still supports - despite the fact that for five years they have been waiting for the promised equity in water quality ( as per the Master Water Plan) .
